Air Chief Marshal Bulathsinghala is a graduate of the Air Command and Staff College at Air University (Maxwell Air Force base) Alabama, USA, and the prestigious National Defence College (India) New Delhi. In addition, he possesses Postgraduate degrees, MPhil in Defence and Strategic Studies from the University of Madras India, and a Master of Science in Defence Studies in Management from General Sir John Kothalawala Defence University, Sri Lanka. He is also a Fellow of the Asia-Pacific Center for Security Studies, Hawaii, the Near East South Asia Center for Strategic Studies and National Defense University, USA.
ACM Bulathsinghala is a professional pilot and held many Operational and command appointments in the Sri Lanka Air Force. Decorated for gallantry and exemplary service. He was appointed as the Commander of the Sri Lanka Air Force in 2015 and was subsequently promoted to the rank of Air Chief Marshal in 2016.

He was the Ambassador extraordinary and plenipotentiary of Sri Lanka to the Islamic Republic of Afghanistan in Kabul 2017-2019. Contributed to elevate bilateral relations between Afghanistan and Sri Lanka in diplomatic, political and economic fields. Sri Lanka’s perspective of the conflict resolution with LTTE, and post conflict rehabilitation and resettlement process was presented to Afghan think tanks, Universities and media institutions. Further shared perspectives on Sri Lanka policy/process of conflict resolution.
Recognized by the Air Command & Staff College, Air University, Maxwell Air Force Base, Alabama, USA as an international alumnus who has achieved a high position of leadership and enrolled, in the hall of fame Honor Roll ACSC 1999 alumni.
He has been conferred with The "Nalanda Keerthi Sri", award accorded annually to the most outstanding Nalandian.
