The traditional General Deshamanya Denis Perera Oration was conducted in the befitting gander at the auditorium of the Faculty of Graduate Studies of the General Sir John Kotelawala Defence University in Ratmalana.
This year marked a significant milestone as the tenth General Deshamanya Denis Perera Oration took place on 01st September 2024. The event paid tribute to General Denis Perera, an exceptional soldier whose legacy continues to shape the Sri Lankan military.
General Denis Perera was not only an outstanding commander of the Sri Lanka Army but also a visionary, diplomat, and corporate leader. His leadership left an indelible mark on the development of the Sri Lanka Army and the armed forces as a whole. His tenure as Army Commander was distinguished by his foresight and dedication, most notably in his pivotal role in establishing the Sir John Kotelawala Defence Academy (KDA). This remarkable institution, now a renowned Defence University, owes its existence to General Denis Perera’s efforts in securing the Kandawala Estate from Sir John Kotelawala, transforming it into a premier centre for military education and training.
Through his unwavering commitment to the advancement of the armed forces, General Denis Perera's legacy endures, inspiring future generations of military leaders. The oration, held in his honour, serves as a reminder of his profound contributions to the nation and the continued importance of his vision for a stronger, more capable military.
The Association of Retired Flag Rank Officers (ARFRO) was established in 1996 by the late General Denis Perera, with a vision to harness the vast experience of senior officers from all three services for the benefit of future generations. These officers, having held key positions throughout their military careers, possess invaluable knowledge and expertise that continue to contribute to the growth and development of upcoming military leaders.
In pursuit of this mission, ARFRO organizes a variety of initiatives, including seminars, workshops, and study tours, designed to enhance the skills and understanding of both its members and currently serving officers. Additionally, ARFRO hosts numerous social activities, fostering camaraderie and mutual support among its members.
Beyond these educational and social efforts, ARFRO is deeply committed to supporting ex-servicemen, women, and their families through the Ranaviru Family Counselling and Support Service (RFCSS). This service aims to ensure that those who have served the nation, along with their dependents, can lead lives "free from want," reflecting the association's dedication to their ongoing well-being.
Air Marshal Udeni Rajapaksa, the 19th Commander of the Sri Lanka Air Force, delivered a captivating address on the topic, "Role of Air Forces for Collective Security in an Ocean of Geopolitical Uncertainty." In his speech, Air Marshal Rajapaksa provided insightful analysis and highlighted the evolving nature of geopolitical uncertainties. He explored these complexities from multiple perspectives, emphasizing the critical role that air forces play in maintaining collective security in an increasingly unpredictable world.
The event was honoured by the presence of Mrs. Ranjani Perera, wife of the late General Deshamanya Denis Perera. Among the distinguished attendees were Vice Admiral Priyantha Perera, Commander of the Sri Lanka Navy, and Rear Admiral Dammika Kumara, Vice Chancellor of KDU. The gathering also included past commanders of the three services, former Presidents of ARFRO, family and friends of the late General, and numerous ARFRO members. Representing the Organization of Professional Associations of Sri Lanka (OPA) were its President-Elect and General Secretary, while the diplomatic corps was represented by Defence Attaches.
Former Service Chiefs, including General Gerry H Silva, General Shantha Kottegoda (Chancellor of KDU), General Daya Ratnayake, Admiral Daya Sandagiri, Admiral Thisara Samarasinghe, and Admiral Jayantha Perera, also graced the occasion. The procession to the stage was led by Past Presidents of ARFRO, General Srilal Weerasooriya, Major General Lohan Gunawardena, and Rear Admiral Sarath Rathnakeerthi, accompanied by Vice Presidents Major General Susil Chandrapala and Rear Admiral Saman Molligoda, along with Air Vice Marshal Kishan Yahampath, Chairman of the Organizing Committee, and Air Vice Marshal Janak Wanigatunge, Secretary of ARFRO. The current President, Air Chief Marshal Gagan Bulathsinghala, conducted the orator in procession.
